At 1:00 AM CDT on Tuesday, July 21, 2026, the National Hurricane Center placed Tropical Storm Bertha about 125 miles south of Panama City, Florida, with maximum sustained winds near 50 mph.
A tropical storm warning was in effect from the Alabama/Florida border to the Jefferson/Plaquemines Parish border in Louisiana. The NHC also warned that Bertha could bring 2 to 4 inches of rain, isolated totals near 8 inches, storm surge in parts of the coast, tropical-storm-force winds, and urban flash flooding.
That is a weather story, yes.
For a self-reliant household, it is also a supply story.
Not because one storm means the food system collapses. It does not.
Because local scarcity often starts in the last mile: the final errand, the final delivery route, the final bridge, the final store run, the final habit of waiting until the day you need the thing.

Food gets the attention. Water decides how quickly a small disruption becomes stressful.

Parallel 1: Galveston, 1900

Galveston showed how fast warnings, roads, and supplies can collapse together.
On September 8, 1900, Galveston, Texas was a prosperous island city that still believed it could live close to the Gulf without paying the full bill for that exposure.
The storm that arrived that day became the deadliest natural disaster in U.S. history. NOAA’s National Hurricane Center historical material describes winds above 130 mph, a storm surge around 15 feet, at least 3,500 homes and buildings destroyed, and more than 8,000 people killed.
The tragedy was much larger than a pantry problem, and we should not flatten it into a tidy prep lesson.
But one household pattern does carry forward: island access is fragile. Galveston’s roads, rail connections, telegraph communication, and supply movement were all vulnerable to the same thing. Water did not have to empty every warehouse to create scarcity. It only had to cut the city off.
Imagine the moment after the wind passes. The need list appears at once: drinking water, dry food, medical help, tools, dry clothing, somewhere safer to sleep, a way to communicate, a way to leave. But the usual answer, “go get it,” has disappeared.
That is the part a modern household can actually use. Storm scarcity is rarely about one dramatic shortage at first. It is about the loss of movement. A bridge is closed. A store cannot restock. A delivery driver cannot reach the neighborhood. A family member cannot cross town.
The Galveston lesson is not that Bertha is Galveston. It is that coastal weather exposes last-mile assumptions. If the plan requires one more errand after the weather arrives, it is not really a plan yet.
Parallel 2: The Inka Qollqa Storehouses

The Inka treated storage as infrastructure, not clutter.
Now shift to the Andes, where the Inka built one of history’s most impressive storage systems.
Across the empire, surplus food, clothing, tools, and raw materials were kept in storehouses often called qollqa or colcas. Smithsonian material describes these storehouses as part of a system for preserving and redistributing goods from the empire’s regions, especially when harvests were poor.
The geography made storage more than convenience. High-altitude agriculture faced frost, hail, drought, short growing seasons, and difficult transportation. The Inka did not have modern trucks, navigable river freight, or a cash market that could instantly redirect supplies. So they built storage into the landscape.
Some qollqas were placed along roads and near administrative centers. Dried potatoes, maize, quinoa, textiles, weapons, and other goods could be held where they would be needed. At large sites, the scale was astonishing: rows of storehouses on hillsides, designed with drainage and ventilation in mind.
This was not a modern household pantry. It was an imperial system, and it came with the politics and labor demands of empire.
But the pattern is beautifully practical: storage was treated as infrastructure. Not hoarding. Not clutter. Not panic. Infrastructure.
A household version is much smaller. A 48-hour no-store menu is not an empire’s granary. It is one shelf-level qollqa: food placed where the household can use it when movement gets expensive, slow, or unsafe.
That is why your pantry should not only hold ingredients. It should hold decisions.
